The California Department of Public Health (CDPH) is currently hiring for a Staff Services Manager position within our Human Resources Division (HRD). In this role, you will serve as the Payroll & Benefit Services Unit (PBSU) Chief (Unit B).HRD provides guidance, support, and expertise to the CDPH on the recruitment, development, and retention of quality employees to fulfill the Department’s mission.We are looking for someone that has extensive technical knowledge of, or experience with, payroll and benefit processes, including disability payroll processes; strong analytical, communication (both verbal and written), and interpersonal skills; and the ability to listen, observe, and draw accurate conclusions.

Responsibilities:
- Supervise and evaluate subordinate staff who provide the full range of personnel, payroll, disability, payroll, and benefit services to their assigned Program/Unit employees
- Coordinate, assign, and control workflows to meet critical due dates in compliance with control agencies, Personnel Management Liaisons (PML), Personnel Liaisons (PLs), legislative laws and rules, and current personnel policies and practices; and works closely to identify and systematically direct the creation of training modules/job aids to preserve and improve the expertise of PBSU staff
- Coordinate and monitor critical and special project efforts in PBSU and function as the Unit/Program specialist, providing technical expertise on a wide variety of high level, complex personnel-related matters
- Work with CDPH employees and HRD staff to resolve personnel-related issues and act as a liaison to control agencies on complex, delayed, or escalated matters
- Work closely with the Position Control and Data Analysis Unit to ensure staff are processing Pay/Personnel Action Request discrepancies timely that appear on the State Controller’s Office (SCO) Periodic Report and annual Schedule 8 Report, along with internal audits of position discrepancies
Desirable Qualifications:
- Minimum of three (3) years of increasingly responsible management, personnel, fiscal, planning, program evaluation, or related analytical experience beyond the trainee level which shall have included the preparation of reports and the presentation of recommendations to management (at least one year of which must have been in a full journeyperson technical capacity)
- Extensive technical knowledge of, or experience with, payroll and benefit processes, including disability payroll processes
- Strong analytical, communication (both verbal and written), and interpersonal skills
- Ability to listen, observe, and draw accurate conclusions; delegate and track workload deliverables clearly; and give and receive constructive feedback when appropriate
- Flexibility and willingness to learn from staff and management at all levels
- Leadership skills and the ability to recognize, accept, and encourage opportunities for collaboration and problem solving amongst all HR disciplines are a plus
