Learn more at civiliansinconflict.org.ABOUT THE POSITIONIn support of our new outcome-focused strategic plan and MEL plan, CIVIC seeks highly qualified applicants for the position of Officer, Monitoring, Evaluation, & Learning (MEL). This role is an integral part of the CIVIC team reporting to the Senior MEL Advisor and working closely with program teams to support the effective and efficient implementation of their activities. CIVIC seeks a talented MEL professional who is comfortable thinking outside of the box and developing creative and rigorous solutions to MEL challenges. This person will work directly with CIVIC’s program teams to deliver on agreed MEL activities. This role also supports CIVIC’s Senior MEL Advisor on organization level monitoring, evaluation, and learning initiatives.KEY FUNCTIONSProgram Monitoring, Evaluation & LearningServe as primary support for all program teams for routine MEL activities (collecting and tracking indicator data, drafting program reports, MEL-related donor discussions, etc.);With a focus on outcomes/results, support development of data collection activities, including development of tools and procedures;Advise on methodologies and approaches for baseline, mid-term, and end line data collection and analysis;Conduct data quality assurance checks and support the implementation of corrective action;Work with program teams to analyze and utilize program data for program management to optimize effectiveness;Manage CIVIC MEL database;Attend program-specific team meetings and provide updates on MEL as required;Support program teams to implement program learning agendas;Utilizing a variety of approaches (training, mentoring, etc.), work with project staff to build their MEL knowledge and skills; andDevelop custom reports and analysis for different uses/audiences.Organizational Monitoring, Evaluation & Learning Support Senior MEL Advisor to conduct organization-level data analysis (qualitative and quantitative); andSupport Senior MEL Advisor in the development and implementation of CIVIC’s learning agenda.REQUIREMENTS/QUALIFICATIONSBA/BS degree + 3-5 years relevant experience OR MA/MS degree + 2-3 years relevant experience in the design and implementation of MEL in humanitarian or development projects implemented by national/international NGOs/UN bodies/ Governments.Demonstrated experience working on MEL activities in conflict/stabilization/transition contexts.Knowledge of qualitative data collection and analysis approaches and methods.Experience in designing and implementing tools and strategies for data collection, analysis and production of reports.Demonstrated experience in managing and supporting implementation of program monitoring data and systems.Knowledge of data analysis (qualitative and quantitative) and data visualization.Understanding of knowledge management approaches and solutions.Good oral and written communication skills to effectively present information and respond to questions.Understanding of contemporary human rights issues particularly those related to conflict, peace building, and stabilization.Excellent writing and editing skills in English: fluency in one or more additional language(s) is advantageous.Comfortable working across all departments and levels of an organization.Experience having worked with a high-performance, collaborative, constructive team environment.Exceptional ability to work under pressure with attention to detail.Personal qualities of integrity, credibility, and a commitment to and passion for CIVIC’s mission.Working knowledge of Microsoft Office Programs (Word, Excel, PPT).
