Job SummaryThis position performs engineering duties in the MPCA feedlot program. The incumbent will review EAWs, preparing permits, assisting with training for County Feedlot Officers, assisting in the development of specific technical policies, presentations to external parties, and facilitating the coordination of permitting with compliance activities. The incumbent will also conduct technical reviews of feedlot permit applications, technical documents, and plans; and other administrative functions of permit issuance to ensure that feedlot facilities are constructed and operated in compliance with state and federal feedlot rules.Minimum Qualifications:Engineer 1 GraduateEducation: Bachelor’s degree in Civil, Chemical, Mechanical, Environmental Engineering or similar engineering field with an environmental emphasis from an accredited engineering college.Engineer 2 GraduateBachelor’s degree in Civil, Chemical, Mechanical, Environmental Engineering or similar engineering field with an environmental emphasis from an accredited engineering collegeAND18 months of engineering experienceCandidates must have good communication and writing skills, effective human relations skills to work with clientele and staff; problems solving skills for resolving technical matters; ability to bring projects to conclusion.Basic computer skills, proficient in WORD and familiar with EXCEL and PowerPoint.Preferred Qualifications:Knowledge of principles of hydrology, hydraulics, and hydrogeology and the ability to understand principles and practices of ground water protection.Knowledge of state and federal statutes and rules, as well as program policies related to the Feedlot Program and issuance of permits or enforcement documents.Knowledge of land application of manure and nutrient management.A familiarity with animal production facilities.Computer skills sufficient to use the MinnFarm Feedlot Computer Model.A degree in agricultural or civil engineering with emphasis in hydrology, hydrogeology, hydraulics, soil and water engineering issues and waste management is necessary.Demonstrated ability to communicate effectively with representatives of government agencies and the public.Physical RequirementsThe position will inspect earthen liner, concrete, and synthetic liner construction, to evaluate conformance with design and specifications and accepted engineering and construction practices. There will be some infrequent lifting of sampling equipment approximately up to 40 pounds and fieldwork in adverse weather conditions. Must have the ability to conduct inspections that may involve climbing and/or stepping over obstacles.Additional RequirementDriver’s LicenseA driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.Requires a Class D Driver’s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver’s license.
