The incumbent will manage the activities and resources of the Petroleum Remediation and Redevelopment Section, which includes activities in the Petroleum Remediation andPetroleum Brownfields programs. This includes directing the development and delivery of programs necessary to investigate, cleanup and manage the risks to public and health andthe environment at sites that have petroleum contamination. The individual participates in Division and MPCA management teams and projects.
Candidates must demonstrate the following qualifications:
A) Two years of experience supervising environmental activities in one of the following program areas: Water Quality, Air Quality, Solid Waste, Hazardous Waste, Environmentalclean-up. Experience should include supervising staff; exercising fiscal control and/or preparing budgets; developing and implementing policies, procedures, criteria, and/orguidelines. Experience should be at the level of State classes Pollution Control Specialist Principal, Engineer Principal (supervisory) or equivalent;
B) Four years advanced professional experience in an environmental program in one of the following program areas: Air Quality, Water Quality, Solid Waste, Hazardous Waste,Environmental clean-up. Experience should be at the level of Environmental Specialist 3/4, Hydrologist 2/3, Planner Principal State (Environmental), Engineer Senior, EngineeringSpecialist Senior, or equivalent. Experience must include demonstrated skill in the following areas: 1) serving in a leadership role in internal/external teams or work groups; 2)exercising fiscal control and/or preparing/administering budgets for an environmental program area; and 3) developing and implementing environmental programmatic oradministrative policies, procedures, criteria, and/or guidelines.
C) A combination of the above experience (A and B) determined to be equivalent.
Demonstrated understanding of strategic planning processes.
Experience achieving environmental results in both regulatory and non-regulatory situations under challenging circumstances.
Experience working with and fostering diversity in the workplace.
Experience with supervising or managing environmental remediation programs.
Knowledge and ability to manage funds within the state’s financial systems, including the budget process and operations.
Knowledge of or experience with legislative processes.
Experience and skills related to performance management, program and work planning, and providing timely and constructive feedback.
Knowledge of continuous improvement processes and tools.
Communicate effectively to all audiences, and to interpret complex policies and regulations and
effectively communicate agency positions to project proposers, other governmental entities, the
public, and the Legislature.
Collaborate effectively to establish and maintain effective working relationships between many levels within the and outside the agency, and in that context, plan/implement/and coordinate regulatory projects across organizational units.
Resolve controversial, sensitive, complex issues.
Integrating and coordinating activities and/or teams.
Prioritizing workloads and projects.
Managing multiple programs within designated budgets.
Requires occasionally lifting and/or carrying such articles as file folders, ledgers and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
