Under direct supervision of the town’s building official, the purpose of this position is to ensure town residential structures are built and maintained consistent with nationally recognized standards, as adopted by the Virginia Uniform Statewide Building Code, as well as town ordinances, regarding health, safety, welfare, energy and water conservation, adequate egress facilities, sanitary equipment, light and ventilation, fire safety facilities, structural strength and physically handicapped and age accessibility. Employees in this classification conduct town residential property inspections and enforce town and other applicable regulations.
- Investigates complaints regarding town residential properties, utilizing the Virginia Uniform Statewide Building Code, including the Virginia Construction Code, Virginia Maintenance Code and town ordinances. Enforces the adopted codes and regulations; checks existing properties and structures for property maintenance, both property and building(s), electrical, plumbing, mechanical systems and model residential building energy code for compliance; confers with homeowners and contractors regarding deficiencies found and corrective actions required; conducts re-inspections as required
- Participates as needed in joint inspections with the town’s community inspection team to investigate complaints
- Manages, oversees and enforces the town’s rental inspection program and neighborhood inspection program, both including inspections, issuance of violation notices and other technical assistance as needed
- Initiates, prepares and maintains reports of inspections, violations, compliance and other reports and job files as required
- Assists in preparing documentation for cases and may be required to testify in court with guidance from the town’s building official and town attorney.
- Answers inquiries regarding, but not limited to issues involving property maintenance, building regulations and other issues.
- Performs other duties as required
- Associates degree required, with vocational or technical training; emphasis in building trades or property maintenance
- Supplemented by a minimum of three years’ experience in building trades or property maintenance, including carpentry, electrical, mechanical, plumbing, general contracting and property maintenance, or
- Associates degree with emphasis in engineering/architectural training; supplemented by three years’ experience and/or training in building trades or property maintenance, including carpentry, electrical, mechanical, plumbing and general contracting; or an equivalent combination of education, training and experience
- Property Maintenance Inspector certification by the Commonwealth of Virginia, or the ability to obtain within 12 months of employment required
- Certifications as Residential Building Inspector, Residential Plumbing Inspector, Residential Mechanical Inspector, Residential Electrical Inspector, Zoning Inspector or Property Maintenance Inspector strongly preferred
- Combination Inspector certification by the Commonwealth of Virginia, or the ability to obtain within 18 months of employment is strongly recommended
