The Department of Ecology is looking to fill a Shoreline Planner (Environmental Planner 3) in the Shorelands and Environmental Assistance (SEA) Program. This position will be located in our Headquarters Office in Lacey, WA, and will work with a talented and dedicated team of people working in shoreline, coastal, and floodplain management.
The protection of Washington’s beautiful shorelines is achieved in part through local and state shoreline planning and permitting. In this role, you will support that work by providing expertise and assistance to Ecology staff, local governments, other state agencies, and stakeholders. Whether it’s developing guidance for local governments, coordinating our shoreline planning grants program, or providing helpful resources to Ecology shoreline staff, this position will play an integral role in our state’s shoreline management program.
The mission of the Shorelands and Environmental Assistance (SEA) Program is to support community conservation efforts for our shorelands, wetlands, and floodplains.
The Shoreline planner position helps the SEA Program achieve that mission by providing shoreline management expertise, consultation, and assistance to Ecology staff, local governments, other state agencies, and stakeholders.

What you’ll do:
- Developing or updating content for the Shoreline Master Program handbook and Shoreline Administrators manual for local governments.
- Analyzing policy issues and preparing plans, reports, and other informational material to fulfill SEA program shoreline planning objectives.
- Supporting shoreline rule development and coordinating rule-making processes.
- Coordinating the Shoreline Planning Grants Program.
- Developing and maintaining planning information and resources on Ecology’s Shoreline Management web pages.
- Managing and updating internal guidance and resources for SEA Program planning and permitting staff.
Option 1: A Bachelor’s degree in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, or public administration with an environmental emphasis, or closely related field AND Four (4) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
Option 2: A Master’s degree or above with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field AND Two (2) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
Option 3: One (1) year of experience as an Environmental Planner 2 at the Department of Ecology.
Special Requirements/Conditions of Employment:
- Must maintain a valid driver’s license.

- Educational background in land-use planning, shoreline management or natural resource management.
- Two (2) years of experience working for a state, federal, local, or tribal resource or planning agency.
- Two (2) years of experience in state, tribal, or local shoreline or land-use planning or permitting.
- Experience writing content for web pages.
- Ability to: Demonstrate working knowledge of the State Shoreline Management Act and related laws and programs; the basics of shoreline processes and science; and local, state, tribal, and federal governmental structures and authorities. Identify key stakeholders concerned with shoreline management issues and understand their views and priorities. Work collaboratively with diverse stakeholders addressing complex, multi-faceted resource management issues.
