The Research and Data Analysis (RDA) division of the Washington Department of Social and Health Services (DSHS) seeks a Senior Statistical Programmer with advanced-level research and SAS/SQL programming, statistical, and data management experience. You will become a subject-matter data expert on a variety of social/ health service programs designed to help those with intersecting psychosocial /criminal justice needs, understand how these systems and data connect, and ensure that the state meets the data needs of the court, program administrators, state legislature, and other stakeholders. You will be part of the team responsible for complex, multi-source data processing and reporting to support program operations, monitoring, accountability, and evaluation.

Some of what you’ll do:
- Assist in the implementation of complex data system(s) that incorporate multiple cross-agency data sources to support efficient ad hoc analysis and court-mandated reporting.
- Respond to quick turnaround data requests, ongoing verification, maintenance, and improvement of data used for reporting and evaluation.
- Create complex analytic datasets and tables including advanced measurement and longitudinal concepts, using expert technical knowledge and advanced analytic skills.
- Complete statistical analyses, as needed, to assist executive leadership and oversight groups in determining policies/program development.
- Design evaluation databases and analytic applications using complex intra-agency and inter-agency data systems.
- Monitor developments and changes in data systems and implement continuous quality improvement.
- Use expertise and analysis skills to assist other researchers and IT professionals in solving technical problems.
- Consult across DSHS, provide technical training to DSHS staff across programs, and provide technical assistance to program managers in the interpretation of data.

Who should apply?
- A Master’s degree in computer science, social science, or a related degree AND four years of progressively more responsible work experience with large, complex administrative databases.
- A Bachelor’s degree including 9 semesters or 15 quarter hours of computer science or social science/statistics courses AND five years of progressively more responsible work experience with large, complex administrative databases.
- Five years of experience managing and analyzing data with SQL, or another high-level data management programming language.
AND (may be concurrent)
- Five years of experience managing and analyzing data with SAS Version 9 or higher. Must include substantial experience with complex statistical methods, longitudinal data analysis, data mining, logic modeling, and case-mix adjustment.
- Four years or more experience performing quantitative data analyses and database administration using complex administrative data systems, preferably in a health or human service area.
- An advanced degree (master’s or Ph.D.) in a relevant quantitative data analysis field may be substituted for two years of experience. This experience may be concurrent with the above-listed experience.
- Demonstrated ability to plan, develop and implement propensity score modeling and/or related methods for creating statistically comparable groups based on demographic, clinical, and service history variables; OR demonstrated ability to prepare SAS-ready data sets to generate statistically comparable groups efficiently and effectively.
- Ph.D. in a quantitative field.
